The evolution of human rights systems protection and specifically in the Council of Europe, shows certain trends or features that become meaningful in the framework of a cooperative conception of human rights and of the institutions in charge of ensuring their effectiveness. The aim of this article is to analyze how state responsibilities are interpreted by the European Court of Human Rights and the European Committee of Social Rights. In order to carry out this examination, I will consider the decisions of both institutions in the face of so-called anti-crisis or austerity state measures. This is an area in which the interpretation of the categories of obligation and responsibility takes on particular significance and which affects the jurisprudence of both bodies in other subsequent social processes.
