Abstract

During the crisis caused by the COVID-19 and the subsequent confinement of the entire population, there have been deviations from the law, or breaches of obligations on the part of many citizens, but it is not possible to approve all the government decisions in the crisis management and the use of criminal and administrative sanctioning power. There will be citizens who will take criminal actions against the Government or against public officials, and others will have committed offenses that must be punished. It is difficult to predict how the legal actions against the government and the sanctions

imposed on citizens will end.
