Abstract

Despite the fact that the dangers inherent to the regulatory capacity of the autonomous regions regarding rights have been repeatedly pointed out from centralizing positions, the truth is that they have all been guarantors and motors of the social and democratic model that the Constitution proclaims as the State. Th ey have also been the active subject in the securing of true and eff ective freedom and equality set out in Article 9.2. Th ough it may be claimed that the legislative activity of the regions has been irregular, it is also true that, though not all statutory amendments after 2006 have included extensive catalogues of rights, responsibilities and guiding principles, all the regions without exception have legislated for a wide variety of rights in many diff erent areas.
