Abstract

Th is paper proposes a refl ection on the fundamentals of migration policies in a context of crisis. It points out the misunderstandings about the relationship between crisis and migrant movements in order to place migration as a structural factor in current societies. Th e diagnosis links more to a normative perspective, based on the convenience of promoting responses with the capacity to correct some focusing, methods and execution mistakes, which fi nally burden migration policies, in order to assume the need for a new democracy grammar, a social grammar (morals, legal and political) on the same level of this time of changes.
